I would not recommend taking up a project of this scale if you lack
the basic concepts. Pick up something smaller that you can do.

One way of accomplishing what you want to do is to get an add-on PCI
card to your system into which you can put a sim card. For all intents
and purposes, this PCI card starts acting as a mobile phone. It has
its own phone number. Your Linux system will then talk to your GSM
network through the PCI  card. There are a couple of GSM PCI cards
that work well with Linux.
