No! it is located and was installed by someone in the US. I wanted to
make sure everything was OK before I started work on it.

I think I should install

http://packages.debian.org/stable/base/kernel-image-2.6.8-11-amd64-k8-smp

can I install it as I install a package using apt-get ?

will I have to re-install packages to support SMP?
