Also, a lot of dell's "deals" here in the US combine windows server 2003 licenses as part of the deal. So just to get fat discounts on the hardware, companies buying in bulk, buy with deals. No one cares if the server gets reinstalled with Linux later on or not. I know this because I deal with Dell very frequently for our own hardware purchases and if you buy bundled deals, the kind of discounts Dell can give you is mind boggling.
