Please try the following things
In redhat the /etc/passwd file contains the home of the user.
The ftp is a user of the system with some uid gid and home.
All u have to do is edit the file line of ftp change the home.
There are some binaries for ftp
copy it to the new home
Or best move the entire /home/ftp to the new location u want
