It depends upon the Linux distrubution and file format.

If it is a Redhat, Mendarake etc most utility files come in *.rpm. For
this use 'rpm -i xx.rpm' ( man rpm will give u several options)   
If it is slackware and file is in  *.tgz or *.gz format use installpkg.

In other case manually unpack the utility and install them.
