let me get this straight. are you talking about an executable or a .exe file
?
if it is a .exe file and you are trying to run it in Linux, it won't run for
the simple reason that it is a Windows file. To run it in Linux you need
wine installed.
if it is an executable file then you need to do as the others are saying and
change the mode
