To send (arbitrary) CIR signals using LIRC you need one of the home-brew transmitter circuits described on the LIRC pages or the IRdeo device. To receive signals that are suitable to send them using the mentioned devices you need one of the home-brew receivers described on the LIRC pages, the IRdeo device or the Packard Bell receiver. It will also partially work with built-in IR ports but I don't recommend this unless you know what you are doing.
