As a non-contributing lurker, I must say that from what I've seen
a slightly different policy may be needed for releasing patches
as I get the feeling that the frequency and stability of patches
is a concern and that some people on the list are getting
confused and frustrated.

Don't get me wrong, rapid development and release of patches is
great - often projects get too bogged down and you have to wait 
months for fixes.

How about two levels of patch:

Stable - released every month or so, including all recent
  development, clean to install/compile.
  Always released as a complete cummulative patch on top
  of a well defined based (i.e. 2.2.13).

Dynamic - released as often as Dag is prepared too, not
  neccesarily clean to install/compile, and only based on
  last stable release.  These patches could each address
  individual issues and therefore be applicatble with or
  without eachother.

Make sense?  Crap idea?
