What does this mean in practice?
I mean, what cannot be done with this limitation,
when implementing a server?
I will only use the server for receiving vCards
beamed from Palm's or cell phones like Siemens S25.
Would this be possible?

   Even if you manage to compile it and make it work, there is
   one little detail that could ruin all your scheme : Microsoft offer no
   way to set the Obex hint bit in their IrDA stack from user space. This
   means that you will never manage to make this port a compliant Obex
   server (but it should do client fine).
   Apart from that, Windows IrDA sockets look at lot similar to
   Linux one, and good luck with the IrDA support in Windows...
