I think you are missing some modules that are needed..
try running lsmod and make sure you have irda, ircomm,irtty and ircomm-tty
then run irattach /dev/ttyS1 -s 1
that works for me.. (Dell Inspiron 7500, SMC chip)

have you check /proc/net/irda/discovery?
if you see a entry for a nokia phone, then the connection is ok..
then just hope your phone works, and that you have everything you need, like data 
capabilites etc.
