The Hygon Dhyana CPU has the same speculative execution as AMD family
17h, so share AMD spectre mitigation code for Hygon Dhyana.

Also Hygon Dhyana is not affected by meltdown vulnerability as AMD,
so add the exception for Hygon Dhyana.
