Before the patch,
read creates FAN_ACCESS_PERM and FAN_ACCESS events,
readdir creates only FAN_ACCESS_PERM events.

This is inconsistent.

After the patch,
readdir creates FAN_ACCESS_PERM and FAN_ACCESS events.
