I don't find such to be user friendly :), but you could remap the keyboard
layout. xkeycaps will help you in xwindows, but I believe x mapping and ascii
(e.g. terminal) mapping are completely different beasts, so are configured
separately.
There might be a keyboard mini-howto or something.
