Well, it seems to be working now.
It may have had something to do with my BIOS settings after all. ON this
boot I was told that the checksum had failed and I would need to re-enter the
settings. I don't know what's different, but this time when I booted it
recognized my FDC as a National Semiconductor controller chip.
This is not a case of not doing it correctly before. Linux truly did *not*
detect my floppy controller. Maybe the floppy controller had been turned off
by the corrupted BIOS settings. I don't know. Either way, it's working now.
