Unfortunately, the most probably correct answer is "it comes with the Windows
installation which is on the machine when it arrives".

You can get utilities for your machine from <http://www.pc.ibm.com/support>.
Annoyingly, many of the links for 390 seem to be non-working at the moment.
I think the thing you want is "utility diskette" which can be for DOS,
Windows or OS/2.  If you wiped that Windows partition on your machine then
you still ought to be able to use the DOS one from a DOS boot diskette.
Unfortunately it doesn't work in dosemu.  Rumour has it that now IBM is
in league with Red Hat it will be producing a version of this program for
Linux, but don't hold your breath.
