battery conditioner ?

I had an old mac duo 280c that had a battery utility that would fully
discharge and recharge the battery while the machine was in it's dock.
Is there a linux utility that does the same? Or is it even needed with
the new lith ion batteries?

Also anyone run across a kde front end for the toshiba fan program by
Jonathan Buzzard?
