I couldn't get pcmcia_cs 3.0.13 to start up at all: the service just would not
start. I went back to pcmcia_Cs 3.0.9 and it worked fine. (I'm running 2.2.10
and have been for a month or so.)

Is there a problem with pcmcia_cs 3.0.13?
