That's a really hard question actually :)  I suppose your best bet would
be the appropriatly named Linux Laptops (www.linuxlaptops.com I think) but
I don't know whether they sell internationally.  But really, asking that
is like asking "what is the best desktop to buy?"  The market is so
diverse that you first have to decide on what you're looking for in a
portable computer (cheap/expensive, light/heavy, what are you going to do
with it, etc) then look for computers that meet that criteria and THEN
look at which have hardware best supported under linux.  Linux has good
enough laptop hardware support that you can be somewhat choosy while still
being careful.
