I certainly permit free distribution.  I suspect the appropriate thing
would be to release it under the GPL on the basis that it is most
popular and hence best understood (or maybe most misunderstood - I'm
not sure:-)

I'll stick a "COPYING" file and appropriate comments in the dist in
the next day or so.

I would be very happy to have it included in Debian.
