Where do I look next?

cardctl ident reports the correct card
"3COM", "3CCM156", "56K Global Modem PC Card"
manfid: 0x0101, 0x0039
function: 2 (Serial)

kppp 
device /dev/ttyS1
'modem query' runs but produces no values...
other devices: 'modem busy'

These files have been edited:
/etc/sysconfig/pcmcia
/etc/pcmcia/config.opts
to values that work fine with caldera 2.2 on the same machine.

dmesg reports:
tty02 at 0x13f8 (irq = 3) is a 16550A

less /var/log/messages reports:
localhost cardmgr(710) : executing: './serial start ttyS2'
additional info in attachment.

have read David Hinds pages at length...
