A general note: I don't think it is defined anywhere in the documentation what
'LIRC' stands for. Might be useful to add :-)

Is the meaning of 'toggle' defined anywhere? I'm not sure what it means myself.

Wouldn't LIRC_CAN_RECEIVE_SCANCODE be better?

I misread 'REC' as 'record' :-)

I thought about using RCV as the abbreviation, but REC is used elsewhere
already (rec_mode).

I would suggest: "must be written to the chardev at a time."

What happens when only a partial struct or multiple structs are written? Is an
error returned?

Is there a check that the other members are 0? Would such a check make sense?
