look at the configure output; it should say something like:
checking for X... libraries /usr/X11R6/lib, headers /usr/X11R6/include
also look in config.log for clues.

the relevant RPM is something like XFree86-devel
/usr/X11R6/include/X11/X.h and /usr/X11R6/lib/libX11.a should exist
