1) Windows 3.1 is rumoured to run in real mode under dosemu. I've never
tried it.
2) Windows 3.1 in enhanced mode (or any other program which requires ring 0
access) will not run in dosemu without cpu emulation. (I'm not sure of the
status of the cpu emulation in dosemu, although there is some there).
3) Using the winos2 package (for running win31 under os/2) you can run
windows 3.1 quite well under dosemu. You require a license for both os/2 and
windows to do this legally, and I don't remember where to find the winos2
package. I do this successfully, and there is an faq somewhere to help you
set this up. I've run it both in an xdos window and in full-screen svgalib
dosemu, and I've run most of the applets that come with win31, as well as
word6 and a couple of other programs.
4) The wine project has started incorporating dos emulation, as many windows
installation programs require using pkunzip or some similar dos programs.
This means that wine will run not only windows 31/95/98/nt programs but also
has preliminary support for running line-based dos apps.
I suggest that you try running your windows programs under the latest
release of wine (ftp://metalab.unc.edu/pub/Linux/ALPHA/wine/development)
and post any results (success or not) to comp.emulators.ms-windows.wine.
