I did some weird things to write greek over telnet in dosemu.
As for the console I thing it wont be so hard.
Try some old dos programs like vgagreek.com greek.com extgr.com e.t.c.
I do not have any of this programs but I am sure you can find them in
internet.
You can even try the keyb.com that comes with Win9x, it has greek
support and it's config:
