Question on TC

Hi,

Could anyone tell me what does '/proc/net/psched' have.

I figured out that, it has 'tick2usec' and 'usec2tick' values, which
always happens to be 1 (whenever I have seen).

Who initializes it and updates it?
Is it a static value?
