I don't know what mailer you are using, but if you've got any chance to
switch
to qmail, this would solve your problem. At www.qmail.org there's a
description
how you can solve that problem. If you're stuck with sendmail, I don't
know how
to do it, but I confess that I don't have much experience with it.

You could just change the shell of the email only users in /etc/passwd
to some none shell such as /etc/msgs/email_only
there create a file in /etc/msgs/ named email_only and stick some message
in there to the effect of this is only an email account you are not
allowed access...
