        In the most general sense, you can't, obviously.  If you could,
they could use the same technique to "steal it back".  Of course, you can
create some "denial of service" attacks in many cases where you end up
making someone's IP address unusable for anyone (including yourself).  In
some specific instances there may be techniques which can be used, such
as hiijacking, arp poisoning, and rip cache poisoning, but those are pretty
tricky and likely to get you in a whole lot of trouble.  All depends
upon WHY you are trying to "steal" this particular IP address.  My advice
is, even if you fit one of those highly peculiar circumstances where such
a thing is possible, DON'T.
