Yes. CSZ core is pure classical WFQ, but it appeared so expensive
that I decided to freeze it on stage of "prototype" implemenation.

Yes. They were planned but were not implemented, because of absence
of time. Feel free to implement them. Seems, H-FSC really deserves attention.
