For Linux, there are a few network monitoring tools that I know of:
1.      NOCOL 4.2 - http://www.netplex_tech.com/software/nocol/
<http://www.netplex_tech.com/software/nocol/>
2.      Distinct - http://www.distinct.com/monitor/monitor.htm

3.      Big Brother - http://maxlawran.ca/bb-dnld/

4.      IPPL - http://www.via.ecp.fr/~hugo/ippl/
<http://www.via.ecp.fr/~hugo/ippl/>
5.      Ethereal - http://ethereal.zing.org/ <http://ethereal.zing.org/>
6.      IPTraf - http://cebu.mozcom.com/riker/iptraf
<http://cebu.mozcom.com/riker/iptraf> /
7.      JAIL - http://www.wiw.org/~ams/jail/ <http://www.wiw.org/~ams/jail/>

I think if you look closely, you may find that one of the above
also can be used to generate traffic (? Maybe).

        Hello, I want to simulate traffic generated by users
        surfing on the web. There are several pc's connected trough
        a gateway, and I want to measure performance, latency and
        reilability on the gateway and also on the pc's.
        Are there any applications which can do this?

        Svend!
