disabling Chat ports

Folks

Being a fairly novice linux user, I have a fairly ordinary question which probably 
easily solved
Does anyone know how to stop users on my network from accessing the 'chat room' ports? 
I believe the ports are from 6660- 6670 (the default being 6667).
Is there a way to disale these ports?

Any help would be greatly appreciated.....
