Simple answer: use the firewall facilities in Linux and you can block them
see man ipchains and the ipchains howto.

Longer answer: not a chance in hell .. people run some chat servers and the like
on ports like 80 which are used for http as well. So you can stop the clueless
but you'll have to catch the smart
