Not quite correct with the 3c509 driver, which isn't like most of the rest
of the ISA drivers.  The card has a unique PnP-like activation mechanism.

Incorrect with the 3c509.
A few other drivers for cards with software-set IRQ lines also pay attention
to the irq=...  setting.
