I have been experiencing this delay in sending mail also (about 30 seconds).
Only in my case it is only with my DSL customers.  I first thought it was
something to do with my DNS but I have checked it out extensively.  I still
have not got it fixed.  Next I am going to try disabling tpcd (TCP wrappers) on
my pop2 and pop3 and see if this helps.  If it does I will let you (all) know.
