I dont think you could make a mistake, "providing" that you firstly close all
running programs before deleting files, or even better i would go to runlevel 1
(init 1) delete the files then return to whatever runlevel you normaly use.

I have deleted all files in my /tmp dir before, i saw no ill effects.
Having said that, some distro's do place thier install log files there.

As to /var/log, i copy the last 100 lines of all files before recreating them,
then i copy the last 100 lines to the same file.
As to wtmp*.gz i see no need to keep them.

Normally speaking, anything in your /tmp dir could indeed be considered
"tempory".
