Hello
1) When using the netlink socket ( like rtnetlink) you should be having
super user permission.
check this.
2) Before compiling the kernel you configure the kernel. This can be
done with help of "make menuconfig". This gives a "networking option" in
this there is a "kernel/user netlink option"
choose this option.

just playing with ip command,
the following error occurs:
Cannot open netlink socket
So I have to compile netlink into the kernel,
as far as I have seen in the net, but where's
the option to compile netlink into the kernel?
