Brian,
I think you want a file called ftpaccess prob in /etc. By default
root and I think uucp are denied access. This is for a very
good reason.
Even as root - ftp with the user name anonymous, this again
for a reason should allow access into the apache ftp dir.
If you really need to ftp to the html dir check the dir
permissions for html have the same access as ftp/anonymous
group/user.
