First things first. It is my understanding, unless you have a special 
configuration, that sendmail does not generate the .pop files, and 
neither does adduser.

The .<user>.pop files are usually temp lock files used by popper or 
qpopper as a means to lock the files so that there are no problems while 
users ae getting their email.

Did you change your pop server? Did you change permissions on the 
directory the pop files reside? Are you running pop server as a specific 
user and not give that user access to the mailbox directory?
 
I don't know if this is your exact problem or not, but it is a direction 
you can look to.
