The only free CAD program I know of is FreeDraft (did I get the name right?).
It's not even close to being usable right now, so don't get your hopes up.

There are a few commercial ones available, but only Microstation CAD from
Bentley System seems suitable for commercial use and it's very expensive.
Ofcourse, I've given up my search for a decent CAD program for quite sometime
now, so maybe you might find something better.
