Yes, but nobody but you should be able to read the file.  If they can,
then that is a security flaw either in windows or in IE (not that that is
unlikely).

This is a completely seperate issue from caching.  No information about
your cache should ever be transmitted to anyone.  I agree, however, that
you never know what Windows/IE are actually sending to who and I wouldn't
trust a windows machine near anything remotely private.
