I'm sorta guessing here, but could you have disk quotas running?
Disk quotas are a way of limiting how much disk space any given
user (or group of users) is allowed to occupy. They don't apply
to root, however, and since your getting that message as a user
but not root, that seems to imply that the filesystem is not
actually out of space. Now, I've never used quotas before and so
unfortunately I cannot point you in any direction to resolve this
or even to see if you're using them, but maybe this'll give you
at least a clue to begin with. Maybe someone else can tell him how
to look into this further?
