Try the 'df' command, "disk free" i bet the disk is 100% in use, "no free
space". The reason root can create a new file is possably because root has a
small partition of the device set aside for this very problem.
Changing permissions will not help you here.
Maybe you have a partition with just /home which is full, ??.
Netx time please attach the commands used and the error messages produced,
that gives us more to go on.
Example;
df
Filesystem 1024-blocks Used Available Capacity Mounted on
/dev/hda2 495746 183660 286483 39% /
mkdir /home/me
attach the responce here.
