Just for the record, I'm strongly opposed to censorship. But the reason I
didn't reply was because I'm not familiar with access control. I do not believe
in opposing censorship through obscurity.

Try using squid. It offers quite a bit of access control. Shut off port 80 and
route everything through the proxy.
Wouldn't do you much good. People will get pass it one way or another, the
internet is build to disseminate information, not restrict it. But that's the
way the local book-burners do it.
