Serial port com2 and com4 use the same interrupt (irq2).
Serial ports com1 and 3 use irq 4. This means that you cannot
use com1 and com3 at the same time (or com 3 and com 4).

I suggest that you put your modem on com 4 so that you can use
your mouse and modem at the same time.
You must be using an internal modem. It will be possible
to set it to com 4. On my modem there are jumper settings to do 
this. You might have to disable PnP, also by jumper settings.

Com2 refers to a hardware which uses irg3 and port 0x2F8. If you
have cards using this port and irq simultaniously then then the
PC is likely to misbehave. Maybe freeze, or maybe the keyboard will
lock.

You can use a colour card and a monochrome card. You cannot use two
colour
