I think somebody has already asked this before, but I didn't give much
thought to the reply back then :)

Whenever I connect to the Internet on my linux box and start up Netscape,
the data transfer rate seems to be very slow. Many times it speeds up to
1.something Kps, but after a while it comes down to about 300 or 400 bps
(speed reported by Netscape). It's not infrequent to see the speed "at 0.3
Kbps (stalled)". 

What could be causing this problem? I have no problems using other internet
services (telnet, ftp, etc), but WWW navigation always seems to wobble...
