They're both on your RedHat 5.1 CDROM:
[martin@localhost RPMS]$ dir xlockmore-4.09-2.i386.rpm
-r--r--r-- 1 root wheel 417156 Jun 25 17:04 xlockmore-4.09-2.i386.rpm
[martin@localhost RPMS]$ dir umb-scheme-3.2-6.i386.rpm
-r--r--r-- 1 root wheel 341570 Jun 25 17:04 umb-scheme-3.2-6.i386.rpm
[martin@localhost RPMS]$ pwd
/cdrom/redhat/redhat-5.1/i386/RedHat/RPMS
Just install this two packages.
