Just to add a little to the story:
The problem is not if Ext2fs can become fragmented but if it has a   
performance relation on read/write operations.
Ext2fs becomes fragmented very slowly compared to DOSfs.
Performance for read/write onto a fragmented ext2fs is not a real problem   
compared to DOSfs (you might bench some small differences but i don't   
think you'll see the difference as you would on DOSfs).
There is a defrag utility (as Christophe mentionned) and you can use it   
of course, but this utility has been writen more for people who have   
DOSfs habits (and love to run defrag) than for real performance issue.
