Did you provide the users with read permission for the bookmark file?

The window geometry isn't set in the preference. Instead, netscape save the
window geometry on exit and restores it the next time it's started.
I know of three ways to set window geometry.
- Edit the "preferences.js" file, ignore the warning. Be aware that your
changes won't stick. If you move the window the changes will be stored in the
file, overwriting your settings.
- Pass it to netscape as a command line argument. Netscape can accept the
"--geometry=" option.
- Edit the netscape's application default value. The "Netscape.ad" file should
provide all required information for this.

Again, edit the application default. Don't bother reading through the entire
"Netscape.ad" file, it's gigantic. But be sure to check out the first 300 - 400
lines. There's a lot of options available via the application default, and most
of it is well commented.
