 I disagree. Window Managers run on top of GNOME. GNOME provides hints to
 programs as to what they should look like, GNOME tries to give you a uniform
 GUI. You can have themes and the like,( not windowmanager themes, like instead
 the dead area of programs being a color, they could be a pixmap.)

  You cannot use them at the same time, but they both can be on your system, or
you can run multiple x servers at the same time ( like :0,:1,:2, etc ...)

  GNUstep has the same initiative as GNOME, but GNOME is much more popular and
much farther in the development cycle. There is talk about them collaborating 
since they are the most like of the 4 User Environments (KDE,CDE,GNOME,GNUstep).
