Well it is on the server's end.  It seems that Netscape (at least my
installation of it) un gzipps the file while downloading it.  I downloaded
half of the files with Netscape and half with ftp.  Those downloaded with
netscape only required untarring (z option would error out with not a gzip
file), those downloaded with ftp worked fine with the below tar command.
Oh, and the wp Runme script seems to only work if the original filenames are
lowercase.
