If you install lilo on the mbr it can boot any kind of os on any kind
of partition that it can reach with the bios. Doesn't matter the fs,
the boot record is the first sector in the partition, by the original
pc spec.
You can't INSTALL lilo on a fat32 fs and expect it to work, but
as the mbr it can boot anything.
